Professor Julia Black (CBE) is an external member of the Prudential Regulation Committee and an external member of the Financial Market Infrastructure (FMI) Committee.

Julia is Director of Innovation and a Professor of Law at the London School of Economics and Political Science and a leading academic in regulation. She is President of the British Academy, the UK’s national academy for humanities and social sciences. Julia is a Trustee and member of the Board of Governors at the Courtauld Institute and Director at Zinc Limited. She is a member of the Prime Minister’s Council on Science and Technology.

Julia was Pro Director for Research at LSE from January 2014 to January 2019, and interim Director of LSE from September 2016 - September 2017. She was also and an independent Board member of UK Research and Innovation, which is responsible for research and innovation funding in the UK from September 2017 to October 2023.

From 2014 - 2018 Julia was a lay member of the Board of the Solicitors Regulation Authority and chaired its Policy Committee. 

Julia has a law degree and PhD from Oxford University and an honorary degree from the University of Strathclyde, Glasgow. She is an Honorary Fellow of Lincoln College, Oxford, and an Honorary Bencher at Gray’s Inn.
